APPLICANT REQUESTS THAT:

Her records be corrected to reflect award of the Kuwait 
Liberation Medal – Saudi Arabia (KLM-SA).

APPLICANT CONTENDS THAT:

She deployed numerous times between 1990 and 1992 to Saudi 
Arabia in support of Operation DESERT SHIELD/STORM.

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

The applicant’s military personnel records indicate that she 
enlisted in the Regular Air Force on 25 Jul 88 and served on 
active duty until 24 Jul 92, when she was honorably discharged 
upon the expiration of her term of active obligated service.  
She was credited with four years of total active service, which 
included 1 year, 3 months, and 20 days of foreign service.

contained in the letter prepared by the appropriate office of 
the Air Force which is at Exhibit C.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the applicant’s request for the 
KLM-SA, indicating there is no evidence of an error or 
injustice.  The KLM-SA is awarded to those members who 
participated in Operation DESERT STORM and the liberation of 
Kuwait.  To be eligible for this award, military personnel must 
have served between 17 Jan 91 and 28 Feb 91, in one or more 
qualifying areas of the Operation DESERT STORM area of 
responsibility (AOR).  While the applicant’s military personnel 
records indicate she deployed with the 965th AWACS from 1 Jan 92 
to 29 Feb 92 to Saudi Arabia and performed other deployments 
from 1 Oct 90 to 31 Oct 90 and 1 Jun 91 to 31 Jul 91, none of 
her deployments took place during the award inclusive dates of 
17 Jan 91 and 28 Feb 91.

However, a review of the applicant’s records revealed that she 
should have been awarded the Southwest Asia Service Medal with 
two Bronze Service Stars (SWASM w/2BSS) and the Kuwait 
Liberation Medal-Kuwait (KLM-K) and her official military 
personnel records will be administratively corrected by 
AFPC/DPSOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 6 Apr 13 for review and comment within 30 days.  As 
of this date, no response has been received by this office 
(Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice with respect 
to the applicant’s request for the Kuwait Liberation Medal – 
Saudi Arabia (KLM-SA).  We took notice of the applicant's 
complete submission in judging the merits of the case; however, 
we agree with the opinion and recommendation of the Air Force 
office of primary responsibility and adopt its rationale as the 
basis for our conclusion that the applicant has not been the 
victim of an error or injustice.  We note the Air Force OPR has 
determined the applicant’s eligibility for the award of the 
Southwest Asia Service Medal with two Bronze Service Stars 
(SWASM w/2BSS) and the Kuwait Liberation Medal-Kuwait (KLM-K) 
and will correct her records administratively.  Therefore, in 
the absence of evidence to the contrary, we find no basis for us 
to recommend granting relief beyond that rendered 
administratively.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
